The Refinery first came on stream on the 5-th of Septem-ber. 1955. The necessity to supply with oil products the developing economical sectors of such large regions as Urals, Siberia, Kazakhstan and others resulted in construc-tion of the Omsk Refinery using crude oil from Bashkiria. Already in the 1960's it produced a large variety of refi-ned products, lube oils and greases: in combination with petrochemical products it gave an opportunity to cover increasing demands of Siberian industry and in addition to create basis for a large petrochemical complex in Omsk. When commercial production from Tyumen oil fields was started, commissioning of new refining capacities follo-wed. During this period PO Omsknefteorgsyntez becomes one of the leading enterprises in the former USSR. Aromatic hydrocarbons production, designed for big product volumes output, basing on modern high-capacity equipment and progressive technology, was commerciali-zed, which was one of the first petrochemical complexes of such scale in the world practice. Completion of fuel oil deep conversion complex, including vacuum distillation, VGO hydroteater, FCC, visbreaking, MTBE, sulfur and hydrogen production, will allow to reduce crude demand by 2 to 3 mln. tons peryear, maintaining the same amount of finished products. In its development our enterprise has gone a long way, which was not always easy and simple, implementing new technical and organizational solutions aimed, in the first place, at meeting the needs of the country's industry and agriculture. Splendid Cultural and Social Centre, School of Fine Arts, a large sports complex with track and field indoors stadium, secondary schools, workers training Centre, Technical Lyceum, the State University of Omsk, kinder-gartens - all this is at disposal of the Refinery employees. In 1993 PO Omsknefteorgsyntez was reorganized into a joint-stock company AO Omsk Refinery with private state share ownership with subsequent selling out the state owned shares to private shareholders. At present the joint-stock company funds have been for-med sufficient for financing too priority measures in vari-ous sectors of its activity including social sphere. Our company carries a significant part of expenses to support municipal needs of the city and Omsk region, to assist in public order protection, to support health care and welfare work. We have a clear and precise plan for further moderniza-tion of the enterprise, which enables to create competi-tive basis of its activities. Our plan has been included into the "Fuel and Energy" State Federal Programme of Russia. We will continue to develop entire social infrastructure and as a part of it the company will be building comfor-table apartment houses, child care, cultural and recrea-tion centres. We shall also pursue our environment protection policy. Collective ideas converted into programmes impel to action, which definitely means good results. We invite you to cooperation! AO Omsk Refinery is your reliable partner.

The first units of Crude Distillation Plant were commis-sioned in 1955.

Presently the Plant is a powerful modern complex for production of a wide range of motor fuels as well as feed for upgrading processes and for lubricants production.

Modern measuring, monitoring and control facilities are extensively applied at the production units, including recently installed and successfully operating distributed control system MOD 300.

Agreement with French company Technip for construction of two Aromatics Complexes in Omsk and Ufa was called "Contract of the Century" by the press in 1970's. The Aromatics Complex consists of eleven closely interconnected process units. It combines a variety of processes including fine fractionation, hydrotreater, platformer, extraction, paraxylene production by adsorption, xylenes isomerisation (Isomar), aromatics transalkylation (Tatoray) and toluene thermal hydrodealkylation. The main process unit, also called "the heart of Aromatics", is Platformer with Catalyst Continious Regeneration.

Start-up of KT-1 Complex for heavy oil deep refining in 1994 allows to improve significantly quality and compo-sition of finished products. This equals to yearly saving 2 to 3 mln. tons of crude that could be sold in Russian or world market. FCC upgrading and commissioning of KT-1 Complex enables Omsk Refinery to increase oil conversion rate up to 85 %.
