In 1983 he finished Department of Economics at the Omsk State University. In 1983-1988 he studied at the postgraduate school of the Moscow institute by name Plehanov. Now he works at the Division of Economics and Sociology of Labour of the Omsk State University.

In 1992 - 1994 he worked at the Department of Economics at the Arlangen - Nournberg University (Germany).

Vladimir speaks german language very well.
