PROPOSAL ON COOPERATION


1. OVERVIEW

The intent of this letter is to discuss potential mutually beneficial opportunities between your institution and the International Business School at Omsk State University in Omsk, Russia.

2. BACKGROUND

Omsk State University (OmSU) was founded in 1974. It has a full-time enrolment of 6000 students, and offers as well adult education programs. OmSU is the only comprehensive multidisciplinary university among the 13 in Omsk. It offers numerous fields of study (Mathematics, Computer Science, Chemistry, Physics, Law, Economics, Management, Philology, Linguistics, Journalism, History, Sociology, Regional Science, Ethnography, Archaeology, Theology, Psychology, Arts and Culture) and various academic degrees (Bachelor, Specialist, and PhD in 26 areas).

The University has many distinguished former and current faculty members, such as professor Alexey Kazannik, former Prosecutor General of Russia, Sergey Baburin, current Vice-Chairman at the Duma, the Parliament of Russia, professor Vladimir Slesarev, current member of the Supreme Court of Russia, and professor Valery Tikhomirov, current Deputy Minister of Taxation of Russia. In an effort to respond more effectively to the changing business environment in Russia, a special Department of Commerce Studies was created in 1993, now renamed as the International Business School.

The City of Omsk is situated in the southern part of West Siberia alongside the Irtysh River, and is accessible by air and the trans-siberian railway. A new international airport is under construction as well. Its 1.3 million inhabitants make Omsk the second largest city in Siberia. The regional economy is driven by agriculture, manufacturing, and oil refining.

Thanks to a favorable business climate in the region, many successful joint-ventures are being formed in the region with Western partners.

  1. MISSION OF THE INTERNATIONAL BUSINESS SCHOOL
  2. The International Business School program is very unique in this part of Siberia. The program is based on the model of the Western curriculum and expects to develop Bachelor’s and Master’s degrees in business administration that meet international standards. Despite high enrolment demand, the program only admits 50 students per year in an effort to maintain high standards for both students and faculty.

    The ultimate objective of the program is to be recognised as the Center of Excellence for the region and as a gateway to international opportunities for the students. In the past, many of the students broadened their knowledge by studying for one year in the well-known USIA Freedom Support Act exchange program.

     

  3. CURRENT DEVELOPMENTS
  4. The International Business School has come a long way in its initial years. During this period, the School have established strong links with local businesses and authorities. Despite offering a non-traditional curriculum by Russian standards, the School has full state recognition for its degrees (4 year Bachelor of Commerce course and 5 year Marketing and International Economics Specialist courses) and is grooming some top business students to take advantage of the many emerging opportunities.

    The faculty is comprised of a strong nucleus of experienced and innovative professors who are committed to continuing program improvement. The University supports the School with the latest in computer technology and Internet access to further enhance its educational experience.

    The commitment to internationalisation is supported by affiliations with institutions in the USA (State University of New York Empire State College), Great Britain (Wolverhampton University Business School), Australia (Southern Cross University), Canada (Richard Ivey School of Business at the University of Western Ontario), Finland (Abo Academi University), Czech republic (Universities at Brno, Silesia, Ostrawa) and international bodies such as the Civic Education Project, the Institute of International Education, Alliance of Universities for Democracy, etc.

  5. OUR PROPOSAL

We are interested in developing partnerships with recognised Western partner institutions, preferably with ones having an interest in establishing an academic and research base in an emerging market like Russia. Some of the ideas we are looking include, but are not limited to:

  • establishing a joint business center
  • developing a local market research institute
  • implementing some distance learning programs
  • partnering in case writing opportunities
  • summer/winter schools and internships for our students
  • programs for executives
  • joint seeking for funding, etc.

Our ideal long-term vision is to establish a top-level dual-degree program which offers a superior educational experience which prepares students for a global marketplace.

Our aim is to explore alternative, mutually-beneficial scenarios which would heighten the educational experience of both of our institutions. If you would be interested in discussing proposals, I encourage you contact me.
